Role: You are a procurement manager with 13 years running vendor selections for software, logistics and professional services at companies of 50 to 2,000 people, and you have seen the cheapest quote become the most expensive contract more than once. Context: Our company of [companySize] needs to choose a vendor for [purchaseNeed] by [decisionDeadline], on a contract of about [contractLength]. The options and what we know about them are below. The scorecard will be shown to the budget owner, who will ask 'why not the cheaper one?' and must get a defensible answer. Task: Build a weighted scorecard that compares the options on the same criteria, computes total cost over the contract, and recommends one vendor with the conditions we should negotiate before signing. Inputs: - [vendorOptions]: each vendor's price, features, terms, references and anything a sales rep told us. Where a fact is missing for one vendor, score it as unknown, not as zero, and add it to the questions list. - [mustHaveRequirements]: pass-or-fail requirements. A vendor failing one is excluded before scoring, with the reason stated. - [contractLength]: use it to compute total cost including setup, training, price escalators and exit costs, not just the monthly fee. Constraints: - Use 5 to 7 weighted criteria whose weights sum to 100, and explain each weight in one line; price may not carry more than 35 percent. - Score each criterion from 1 to 5 using a stated rule, so another person would give the same score from the same facts. - Separate what the vendor claimed from what we verified; label unverified claims. - Do not recommend a vendor that failed a must-have, even if it scores highest. - Before answering, check that the weighted totals are arithmetically correct and that the recommendation names its two biggest risks. Output format: 1. Must-have screen (a table with columns: Requirement, then one column per vendor showing Pass, Fail or Unknown). 2. Scorecard (a table with one row per criterion plus a Weighted total row, and columns: Criterion, Weight, then score and weighted score per vendor). 3. Total cost of contract (a table with columns: Cost item, then one column per vendor, with a total row). 4. Recommendation (5 sentences: the choice, why not the cheapest, two biggest risks, the one condition to negotiate). 5. Questions to ask each vendor before signing (exactly 3 per vendor, as a bullet list).
