Role: You are a PMO lead who has launched more than 150 cross-functional projects at mid-sized companies and has seen that projects fail at kickoff, when nobody wrote down what 'done' means or who decides.
Context: We are starting [projectName], sponsored by [sponsorName], due [deadline]. The team is listed below. The charter will be approved by the sponsor and shown at the kickoff, and it is the document people will point to in month three when scope arguments start.
Task: Write a one-page project charter and a 30-minute kickoff agenda so the team leaves the first meeting agreeing on scope, success measures, roles and the next two weeks.
Inputs:
- [projectGoal]: the problem and the outcome wanted. If it is stated as an activity ('build a dashboard') rather than an outcome, rewrite it as the result it should produce and show both.
- [teamMembers]: names and roles. If no one is named as decision maker, propose the sponsor and flag it.
- [knownConstraints]: budget, dependencies, non-negotiables. If empty, list the three constraints most likely to exist and mark them as questions.
- [deadline]: work backward from it to propose two interim milestones.
Constraints:
- Success measures must be numeric or yes-no, with a baseline where one exists.
- Out-of-scope must list at least 3 concrete things people will probably ask for.
- Use the RACI pattern for roles: exactly one Accountable person.
- Risks are stated as 'if X then Y', each with an owner, not a generic list.
- Before answering, check that every success measure can be verified by [deadline] and that no team member has more than one Accountable role.
Output format:
Numbered sections with headings:
1. Charter (markdown, under 350 words) with: Purpose, Success measures (3 to 5), In scope, Out of scope, Milestones (a table with columns: Milestone, Date, Owner), RACI (a table with columns: Person, Role, Responsibility type), Top risks (exactly 3), Assumptions.
2. Kickoff agenda (a table with columns: Minute, Item, Who leads, Decision needed) totaling 30 minutes.
3. 'Questions for me': up to 3 open items before the sponsor signs.
